Dreadful Demolition?
After watching these two films a few times, I came the realization that Sylvester Stallone had basically taken the plot for Demolition Man and cast it into his new film, Judge Dredd. To my knowledge, no one else has made such an observation. Let's just see how similar they really are...

Demolition Man Judge Dredd
People are divided between those living in the normal peaceful world, and those in the sewers. People are either inside the walls of Mega Cities or outcast in the "Cursed Earth"
"Jack Spartan" sends "Simon Phoenix" to prison for making him kill innocent women and children in a school bus. "Dredd" sends "Rico" to prison for killing innocent women and children.
"Simon Phoenix" is a master criminal who escapes the prison through help from the corrupt city official. He knows the password to his shackles, and kills his warden and ruthlessly kills the guards. "Rico" is a master criminal who escapes from prison with the aid of a gun from the corrupt city official, killing his warden in the process, and ruthlessly kills the guards.
"Simon Phoenix" has imprinted in his mind the name and picture of "Edgar Friendly" to kill. "Rico" receives a picture of the reporter he is to kill in prison, and the package is also the gun to kill the warden (see above)
Upon escape, "Simon Phoenix" goes to the museum to get firearms. "Rico" goes to the pawn shop to retrieve his gun, armor and the AVC robot.
The only person who believes in setting "Spartan" free is a beautiful woman (Bullock) who defends his right to remain in society to capture "Simon Phoenix" The only person who helps "Dredd" is a beautiful woman "Hershey" who defends him in a court of law.
After escaping the police, "Simon Phoenix" waits in the corrupt city official's office with the lights turned out. He then proceeds to exclaim how wonderful life is. After framing "Dredd", "Rico" waits in the corrupt Justice's office with the lights turned out, then exclaims how wonderful life outside of prison is.
The corrupt city official wants "Simon Phoenix" to wreak havoc throughout the city so that a new ordered society can arise. The corrupt Justice wants "Rico" to wreak havoc and terror throughout the city so that he may reinitialize the "Janus Project" and create a new order of Judges to begin a new ordered society.
During a confrontation with "Simon Phoenix", "Spartan" has trouble with a vehicle that malfunctions with a locked steering wheel and sends him careening through a glass sign. While escaping from the police, "Dredd" has trouble with a malfunctioning cycle vehicle and eventually flies successfully through a holographic billboard (bad guy is unsuccessful.)
"Jack Spartan" learns that his wife was killed. He has no family. "Dredd" learns that his parents are fake and that he has no childhood.
"Simon Phoenix" has his own agenda. He gets a fellow convict to kill the city official who set him free, and proceeds to thaw out hundreds of frozen criminals from cryogenic stasis. "Rico" has his own agenda and kills the Justice who sets him free then proceeds with the cloning process to create hundreds of clones.
The self defense nature of Huxtely"(Bullock) is in question until the finally where she karate kicks the bad guy. "Hershey" proves her self defense nature by beating up the scientist chick with punches and kicks.
The finale takes place in a bright, shiny steel circular room with some kind of cylindrical object in the middle while the prisoners are thawing out. The finale takes place in a bright, shiny steel circular room with some kind of cylindrical object in the middle while the clones are hatching
"Spartan" runs from the room only to have it explode and all criminals are destroyed. "Dredd" has an automatic weapon and wastes/destroys the room.
Ending - "Lieutenant Huxtely" kisses Spartan and learns how enjoyable it is to make physical contact. Ending - "Hershey" kisses "Dredd" and "Dredd" learns how enjoyable it is to make physical contact.
